About Paul
My name is Paul Saulsbury. For the past 18 years, Redding has been my home. It’s where I’ve raised my children, built lifelong friendships, and made countless family memories. I love this city and the people who make it such a special place to live.
I’m running for Redding City Council because I believe residents deserve a city that is safe, financially responsible, transparent, and accountable.
Public safety. Roads. Infrastructure. Wildfire preparedness. No new sales tax.
Protect the Basics
Redding deserves leadership that listens, works collaboratively, and makes thoughtful decisions with the community’s future in mind. I’m committed to responsible budgeting, transparent government, and practical solutions that improve everyday life for residents and local businesses.
Your utility bill shouldn’t be a blank check for City government.
Protect Taxpayers & REU Ratepayers
I want stronger safeguards for Redding Electric Utility ratepayer dollars and greater transparency over transfers, advances, and loans involving REU funds. REU should not become an alternative financing source for unrelated City spending. Ratepayer dollars should be protected, responsibly managed, and used in the best interests of the people who pay the bills.
Redding needs more opportunity — not higher taxes.
Grow the Economy, Not the Tax Rate
I support attracting new investment, helping existing businesses grow, creating good-paying jobs, encouraging housing development, and making permitting more efficient and predictable. A stronger economy expands our tax base and helps fund essential services without automatically asking residents to pay a higher sales tax.
I believe working people are the backbone of our community. Redding should be a place where workers are respected, good-paying jobs can grow, and families have the opportunity to build a secure future.
My experience comes from working with real people facing real problems.
Experience That Matters
As a Mobile Crisis Clinician, I work where mental health, homelessness, addiction, and public safety intersect. That experience has taught me to listen, collaborate, make difficult decisions, and focus on practical solutions and measurable results.
Listen. Ask tough questions. Demand results. Be accountable.
Good Governance
I won’t come to the City Council believing I have all the answers or trying to call all the shots. I’ll listen to residents, employees, businesses, labor, and public-safety professionals, examine the facts, and make decisions based on what’s best for Redding.
Residents first. Essential services protected. Ratepayers protected. Taxpayer dollars respected. A stronger Redding.
